Would you be able to see them from the top of Tower 42 (Vertigo42) or the Heron Tower (Sushisamba)? I guess you'd definitely see the ones high in the sky , but not sure on the ones lower down.

No, the payment does not need to be authorised by the card issuer, so if it turns out that the customer does not have sufficient funds in their account, then that's the card issuers problem.

Seems very low - I had my two bed flat done with cheap carpet + underlay (doing it up to sell) and that was £1,000 + £200 odd for fitting (London prices though).
