As far as I know the BBC are unique for this, every other broadcaster puts 4:3 pictures in a 4:3 frame (i.e without black bars). At least for SD.

HD is always 16:9 of course.

Worth pointing out that reducing from 720 to 704 won't save much bandwidth, since black bars cost virtually nothing to encode.
