I see what you mean about using 981 for ITV, although they could always use 990-995 (not that ITV would ever give viewers more than 2 regions I suspect thats if they did it at all!)

PSB 3 MUX on freeview has the same space roughly as a DVB-S2 tp now and they have fitted 5 HD channels on for a while now, in fact COM 7 MUX on DTT is now running with what could be 7 24h HD streams...
