Probably a combination of both. The I/O port only has 5V on it (200mA I believe); I'd take a guess it comes down to the spec of the DC<->DC converter that boosts the voltage to 9V within the I/O link...

No - this is a separate issue related to the I/O link - it only provides enough power for a single magic eye, so if your SPC4 / F140 are currently being powered by the RF2 port you would need power...

Check the RF2 power is on - 'services' '4' '0' '1' 'select' to get into the installer menu.

If it is on, switch it off, save the settings/exit the menu, then switch it back on again.
