Actually it's worse than that. Most Bluray players in the shops now don't have SCART or other analog output, only HDMI. So they can't be connected to non-HD TVs.

As far as I know the BBC are unique for this, every other broadcaster puts 4:3 pictures in a 4:3 frame (i.e without black bars). At least for SD.

HD is always 16:9 of course.
