One is assuming a Movie can be [ a work of ] Art.
I don't think it ever can be.

A work of Art is really one person's imagination transferred to canvas, bronze, wood, marble or photographic paper. A Movie is a story brought to life by various writers, photographers, special effects technicians, assistant directors, 2nd unit directors, all under the eye of a Director.

Millais, Van Gogh, Rodin, and Arbus are Artists, John Ford and Hitchcock are Movie Makers.
That is an interestiing take, but I rather regard cameramen, technicians and so on making a film, as akin to players in an orchestra. If you watch the first act of La Boheme my guess is that you will not deny that it is art. And if that is, then so is Bicycle Thieves. And Koyaanisqatsi.
