  It depends on exactly how it's not booting up. A dead CMOS battery will result in the date, time and other BIOS settings being reset to default. This usually wouldn't stop the machine from booting, but occasionally it can happen.
  
  So it does all depend on the exact nature of the booting problem. It might be something as simple as the boot order needing to be reconfigured.

  A computer/laptop can still boot will a dead CMOS battery. The most that'll happen is that you have to push a key at boot up, as you may get a warning from the BIOS saying its failed. Not all BIOS' do that though.

  The real fun will be replacing it...probably a full strip down and rebuild
  
  I have seen funny stuff happen when the battery is almost dead but that was on more ancient stuff as it seems like these days the bios does a bit of validation before accepting values rather than just chucking in random numbers

  Its not always hard to replace the CMOS battery, it depends on what model laptop.
