Kim Bauer and her long lost sister, Dana Brody. The girl who always plays with her fingers and pouts like hell. Dana had this season-long arc that was both very uninteresting and irrelevant to the plot.
Riley from Buffy - How a character can be so bland and so annoying at the same time I'll never know! "The Riley" is a term my sister and I use to describe similar characters in other shows.
Kennedy from Buffy - There are no words to describe this monstrosity... no words...
Connor from Angel - Just so irritating!
Kate from Lost - Nothing new was done with her after season 3. All she did was cry and moan over Jack or Sawyer. All the relationships she had with other characters were forgotten. She was almost completely useless.

There are probably more, but these are the worst I could think of at the moment.
Kennedy from Buffy, yes!!! One of the worst female characters on anything ever. She practically ruined season seven. The character was like a bad joke but we were expected to take her seriously.
Gary,s mum Anna out of Corry,cant stand her whiney voice,most of Emmerdale,but particularly Gennie ,so boring,and that Scouse man,thankfully now killed off,and I hated his wobbly bottom lip.
But the first one that came to mind was a character (or maybe it was the actor; but I'd rather think it was just the character) of Earl's brother, Randy Hickey, in "My Name Is Earl". That show was pretty good for the few seasons I watched. I liked all the characters for what they were but all along he was subpar and bothered me.
