The OTHER song mentioned, about cakes out in the rain, is "McArthur Park", recorded by both Richard Harris (RIP) and Donna Summer. It's a fast song, but I guess it might make someone cry or be moved.
(Incidentally, it was also played by Sanjay's daughter in an episode of the Simpsons....)
Forgot about "Without you" (Harry Nilsson NOT bloody Maria Carey's murder of the song!) --- what a powerful ballad. And "One" by U2 is another tearjerker, for me.

I broke my heart at the end of that film. I don't think I've ever been reduced to tears by any other song.
Possibly not the most emotional, but she really sings it as if she believes her partner is having an affair.....very sad, very melancholy........soupcon of paranoia.........

There are so many songs I could choose from that bring a tear to my eye, but at this particular moment the two at the forefront of my mind are 'Wild Horses' (the version by the Flying Burrito Bros.) and 'First day of my Life' by Bright Eyes.
There are quite a few by Roy Harper that make me all emotional too, partcularly 'For Longer than it Takes' and 'Little Lady'.
