Only new enemy out of that lot who could do with a second outing is The Sycorax.
On another planet since they are forbidden from scavenging on earth, The Doctor could meet them off world and the Tardis arrival could set them off.
The new Doctor has to face either the Daleks or Cybermen in his first series, to make him 'official' in the eyes of the younger audience (that's how it usually works anyway). Other than that I'd give The Master another shot tbh, have Simm's version regenerate so we can get a new spin on an old enemy too.

Please no more Silurians, they're the most boring things since the show returned.....good that they keep Dinosaurs around though
And yes, it is time The Master made a reappearance. He's missed a whole regeneration now. Not like him

I'd quite like to see another proper Sontaran episode where the Sontarans are the enemy with a plan the Doctor must stop.
Strax is amusing, but I'd still like to see some proper serious Sontarans.
The Master should also return. Considering the 50th might have some scenes set on Gallifrey during the Time War, perhaps he will?
However, if he does return please for the love of goodness can he not be an insane hungry skeleton master who fires bolts of lightning or a camp and useless villain who does nothing but cackle and fail at killing the Doctor like Ainley was. A Master a bit more like Delgado or Jacobi's brief appearance or even Simm in Series 3 would be best. Someone you can take seriously as a threat, but who is amusing at the same time.
Other than that though, more imaginative and new enemies are a must. I want to see a new enemy which could go down in Doctor Who history as being on of the best.

As for other returning villains, I think an episode or two set on Mars involving both the Ice Warriors and the Flood would be great. A Classic series villain could be the Sea Devils maybe? Or some of the others mentioned already.
Since the Zygons and Daleks are confirmed for the 50th, I think the Doctor should face the Cybermen in the next series, or the Master, as it'd also be nice to have a break from the Daleks and Cybermen for a series. The Master is due a return now that we're moving on to Twelve. Simm is great but to be honest his Master should be Ten's adversary only, I agree with the Master regenerating again.
Eight years in it's probably time the eighties got some monster love.
The only ones on that list for me are the Sontarans! The rest are very forgettable!
But for me, it has to be the Reapers... there is so much potential there for more storylines.
I count everyone except Pertwee and McCoy on that list, and McCoy did the Rani.
Here's what I want: a full year with no returning monsters at all. I think I'm in the wrong thread. Apologies!
Series 6 is probably the closest you'll find to that. Only the Cybermen got an episode of there own and beyond that it was left down to cameos from Daleks and Oods now and again. For the most part, it was original content.

Yes! The Cybermen! They just haven't had a decent story, Nightmare In Silver wasn't a bad episode but it was quite disappointing. I feel like they need their equivalent of Asylum Of The Daleks, it was such a fantastic episode, The Cybermen need something like that.
I'd welcome back the Sycorax, & would like to see the Sontarans back too, although while they're making the most of Strax, I can't see that happening somehow.
As for ones not mentioned... God so many to choose from.
I still think there is mileage in the Silents/Silence.
Zygons (but we know they're on the way back anyway)
I'd also like to know more about The Atraxi - I think there is scope for an Atraxi/Judoon story

Would love to go a couple of millenia in the future too, where the Earth & humanity are on the verge of being destroyed because of some environmental disaster rather than another Alien invasion, & the Silurans finally emerge from hibernation to save the day & begin a collaborative human-siluran habitation of earth.
