Whichever makes the vocal sound strongest. Usually that'd be a ballad, but when someone sings a song that's both up tempo and a great vocal that'll probably stick out in my mind more than a ballad.

This - I agree ballads are better but it's when someone does an amazing version of an uptempo song - that's when I remember them.
Misha's Rolling in the Deep, Alex's Toxic/Candyman, Rebecca's Satisfaction and James's Let's Get it On have stuck in my mind way more than most other songs.

If not...then up tempo can hide their voices more.
