samsung tab error code

hi all my friend has got a Samsung tab 3 and every time she tries to download apps she gets the error code 406, i was wondering if anyone can help,the tab is brand new and she hasn't downloaded anything on to yet as this has come straight up

    What she needs to do is delete the cache for her Google account or Google play and that might get it to work properly.

    the cache is empty as its a new account

    Try logging out of play then.

    Have seen this before and this has cured it.

    1. Determine what wifi she is connecting to (like work) as that may be restricting its use.

    2.Go to settings - application - Google Play Store - Clear Data & Clear Cache, Force stop
    Then Restart the device

    In Germany they had this problem some time ago and they had to remove the Google Account, restart the device and relogin again.
