Can't Open Links in Outlook

Now, I have to admit that when it comes to techie stuff, I may not be the sharpest tool in the box, so, please be patient with me.
I don't seem to be able to open links in Outlook, all I get is a message saying:
This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.
Any and all help with be gratefully received. Does anyone have any ideas?

Anyway. Is this Outlook or Outlook Express e-mail clients running on your computer or Outlook the web based e-mail client? And what version of Windows are you running (assuming it's not Outlook for Mac )
The fix may vary depending on the answers to the above.
I should have been a bit clearer I suppose, so apologies for that.
It is just Outlook 2010 (it came with the Office 2010 suite) and I run Vista Home Premium. I hope this helps.
