I suspect he has zero evidence to back up such claims. The "pay dearly" part sounds worrying though, as it sounds like a veiled threat of further Islamic Terror attacks.
According to Ramadan's Wiki page,
Ramadan has shown excessive generosity in his rationalization of the motives behind acts of terrorism.
and,
Tariq Ramadan is slippery. He says one thing to his faithful Muslim followers and something else entirely to his Western audience. His choice of words, the formulations he uses – even his tone of voice – vary, chameleon-like, according to his audience.
I wouldn't pay too much attention to what he has to say.

Other criticisms have included claims that that an essay attacking French intellectuals was anti-semitic[64] and that Ramadan has shown excessive generosity in his rationalization of the motives behind acts of terrorism, such as in the case of Mohammed Merah.[65]
Criticism
In a book published by Encounter Books, Caroline Fourest analysed Tariq Ramadan's 15 books, 1,500 pages of interviews, and approximately 100 recordings,[54][55] and concludes "Ramadan is a war leader," and the "political heir of his grandfather," Hassan al-Banna, stating that his discourse is, "often just a repetition of the discourse that Banna had at the beginning of the 20th century in Egypt," and that he "presents [al-Banna] as a model to be followed."[17][56] She argues that "Tariq Ramadan is slippery. He says one thing to his faithful Muslim followers and something else entirely to his Western audience. His choice of words, the formulations he uses – even his tone of voice – vary, chameleon-like, according to his audience."[54] Tariq Ramadan responded that Caroline Fourest's book was filled with inaccuracies and untruths, to which she, in turn, has responded on her blog.[57]

1.Prove its same guy
2.Is it not remotely possible he had put it down long before this pic was taken if its same guy?
3.Stop posting CT rubbish(other people's CT rubbish at that)

it looks like the bomb went off and the man starts to run .. he's not wearing his backpack .. why ? where did his backpack go ?
ABC News @ABC 2m
#Breaking: Law enforcement sources tell @PierreTABC Dzhokhar Tsarnaev is awake and responding sporadically in writing to questions...
More: They are asking about other cell members and other unexploded bombs; no details yet on answers (via @PierreTABC)
I was being more than a little sarcastic about the whole CT-backpack thing
..from the POV that spending the duration of a car chase lobbing pipe bombs at his pursuers several days later does sort of argue aginst his innocence no matter what!
Standard CT tactic; take one little piece of the action and exerpt it out of the entire cohesive end-to-end history of an event and then its somewhat easier to cast aspersions on individual details of that little bit
Question: If you were watching the running and put your backpack on the ground when all of a sudden two bombs go off round you and people's legs are blown off and blood everywhere - Do you think: 1, Ooo! better pick up my backpack or people will think it's me or 2. think ARRRRRRRRRRRRRRRRR let's get the **** out of here or I might die?
After the carnage they were loads of belongings left on the floor. Loads left without their bags.

Oooh you devil's advocate you...yes I'm sure some people would leave things like drinks, towels, etc, but unless it was really heavy I think most people would have taken their backpacks with them.
So Jahar, Jo-Har or Dzhokhar (No one seems to know how to pronounce his name) the sweet innocent person framed for planting pressure cooker bombs later threw explosive devices at the police including a pressure cooker bomb!
Wow! What a coincidence! It all happens in Boston!

But lots left there stuff right were they put it. They can't all be terrorists!
...or maybe they are.............. (If you can't beat them, join them! )

Well when he heard he had been wrongly accused he decided to fight his way to freedom. He quickly used the pressure cookers that his mother had previously shoplifted and improvised some pipe bombs.

No. But it appears we have proof that he walked past a dark smudge on the wall behind him as he left the scene. Damning stuff.

No idea.
i don't see a backpack either. some say the backpack was photoshopped out of the image because dhokar's posture suggests he's wearing a backpack.
On his back after the bombs went off

and another one bites the dust
Wow how big it that bloke's ego? He almost builds to self-orgasm at the end.
Oh and the backpack isn't there, that's his arm bend at a rightangle as he runs away.
And how many 10s or 1000s of people were there and in all the rucksacks just one had a white square on it?

That's quite remarkable, you know; if that's supposed to be Dzhokar...
He seems to have taken the trouble to change his trousers as well!
I've heard of nonchalant, but....!
:D:D:D
That guy needs to study human anatomy some more.
I think you might have misunderstood things here.
Obviously photo shopped, you shepple will believe anything.
Sadly, its probably necessary to add that the above is sarcasm
HA HA so the backpack lump that the CT egotist tells us is definitive proof is in total hard fact his arm like I said it was.
Epic fail!
yeah i lolled. he clearly thinks he figured it out.
