Can't you leave it to dry? Might work then. If necessary, you can open it up to dry it. You dont need one of those special security screwdrivers to do it. You can do it with a flathead.
Why would your controller be anywhere near the toilet in the first place?
My guess, is he was in the middle of a session and desperately needed a pee, bolted for the loo, forgetting he still had it (the controller) in his hand, and in the fumble to undo his fly the pad slipped and fell.

Or maybe they have a console setup in the toilet so they can have gaming sessions without any interruptions.

I would leave it to dry before I buy another, obviously rinse it first but remove the battery. There's no reason why it should break so long as it was off when it hit the toilet water.
I have tried a few things but cannot get it to work. When I tried it earlier it was working but not 100% and now I cannot get it to work at all. The green light comes on and flashes in the middle but that's about it. The controller is dry now so cannot think of anything else to try.

Buy the same type of controller from cex then take the faulty one back say it doesn't work then they will swap it for another one.

Just an update on this, the controller now works apart from when I go on black ops 2 or minecraft the guy keeps spinning round. I will give it more time and see what happens but thanks for all the replys and help.

oh, and this thread has just confirmed why I will never EVER buy pre-owned hardware. Taking the term 'you don't know where it's been' to new heights, or depths, as the case may be.

It would be far more sensible to have a toilet in your living room, better acoustics for the home cinema.
