Various insiders on GAF have stated the topic and have been backed up by mods that the PS4 version of Ghosts will be 1080p and the XB1 720p. I'm not going to quote everything on here just head over to GAF.
This is further backed up by Infinity Ward showing only the PS4 version in their previews - even with the exclusive Microsoft marketing/DLC.

All the evidence states the Xbox One version has been behind since day 1.
-E3 word of 3 week port job for 90fps on PS4 and 4 month port job for 15fps on Xbox One.
-Pretty much all 3rd party game footage have been the PS4 version.
-Xbox One has multiple 720p games already.
-Infinity Ward states the footage this week is the PS4 version running at 1080p.
-Mort teases something big and confirms it has nothing to do with version parity or delays leading to a graphics difference being a high probability.
-Other know insiders start saying 720p for Xbox One on top of other issues.
-Bish bails the **** out and takes shelter.

But like you say, it could be that the consumer won't care. They'll look at the exclusives on each machine and it won;t be asuch a big deal if one isn't looking so great with cross-platform games.
However, i doubt casual gamers will be able to tell the difference between 720 and 1080 without a side by side comparison.

Plus I'm not being funny or nothing but if all the footage (including the first showing at Xbox One's reveal ??) has been PS4 then that doesn't even make any sense since it doesn't look very good, the exclusives that have been seen physically running on the X1 hardware run rings around it.
Call me sceptical but this is exactly the sort of stuff that I'm not surprised to see come out now on the eve of the consoles release, particularly given recent events. Propaganda if you will, COD is a huge game (I'm not interested in it personally) but news this big could sway some folk.
Has any 3rd party dev in the history of gaming released a game with such disparity between them?

PS4 and PC will have dedicated servers. They just haven't been able to confirm platforms.
720p will still look great even if this isn't true.
Shame the PC version is suppose to be a 50Gb install otherwise thats the one I'd go for!
May be a stupid question, i watch films in 1080p and 720p and can never tell the difference. Will the difference between the 2 be that noticeable on console?
1080p is sharper than 720p.
That's pretty much it.
To be honest, I'm not particularly bothered if any game is in 1080p over 720p. I would much rather the processing went into AA, textures, view distance and general improvements in image quality. At the end of the day I only have a 1368x768 TV anyway (at least at the moment). But regardless of my screen size, I really don't notice major differences in image quality when I see games at @1080 vs @900 or @720

Anyway not a deal breaker for me. Definitely don't think its doom and gloom as its being portrayed over there.
At some point I'll be getting a PS4 as well, so will get to see it for myself.
A good solid frame rate far more important than res, imo.
Give me smooth over sharp anyday, you don't notice the fine detail in the heat of a game, but you sure notice sloppy frame rates, up n down all over the place.

As Flawed says smooth FPS is better than res. Nothing worse than a game tearing and dropping frames while playing.
Hi res does look nice though.
The only thing Sony need to do is get the word of mouth out that their games are substantially better looking than the Xbones - and it just needs press etc to get that out there, then the consumers will gravitate to the cheaper console - the one that gives value (like they always have done over here) - and that's not the MS console..
(I do find it ironic that there are plenty here that say "oh, you don't notice the difference between 720p and 1080p" - and then say that people will notice the difference between normal and dedicated servers )
If you have a 768 screen then you can't see 1080 games so no wonder you can't see a difference.
I would contend that - if the general consensus is that the PS4 games look better, and run better (which is the implication by the COD issue) on a console that is significantly cheaper, and that consensus is reported over a wide range of media to all consumers, people will buy that console over the other.
That will directly make a real world difference in terms of success or failure - given that criteria is based upon how much a console sells - see the Wii U.
I have friends that do though and a 900p laptop and a 1080p monitor!!!
