There may not be many high profile artists releasing music at the moment but 2013 is going to be pretty full of new music.
Katy Perry, Britney Spears, Lady Gaga, Beyonce, Miley Cyrus, Nicki Minaj, One Direction, Mariah Carey and Rihanna among others all seem likely to be reasing new music this year.
I think Cher and Madonna are also working on new stuff.
You need to investigate some of the music websites out there me thinks - here's a wiki list to get you started [which isn't fully comprehensive].Take a look to see if any of them match the area of music you like.
I can't say I've noticed a lack of new music this year, OP, no.. Au contraire, my problem is that, given the fact that hundreds - yes, literally hundreds - of singles come out each week, with only 24 hours in the day there simply isn't enough time to properly listen to everything that I want to.

Bastille's "Pompeii" and Laura Mvula's "Green Garden" are both out on 24th February, absolutely ESSENTIAL songs
Disclosure & AlunaGeorge's single "White Noise" is also worth a listen (if you haven't already heard it)
I really want to like the Bastille song. It has a great beginning and ending and a good chorus, but the production during the song sounds so tinny and feeble. If it had been produced by Trevor Horn in the 80s, with full on beefy drums and synths and his knack of making everything sound so big, it would be a number 1.
Is this the fault of MP3s and compressed sound files? I can only assume it's been made to sound so tinny for that reason. I just wish they'd cranked up the production. A missed opportunity.
If by "music" you mean "female pop stars", then yes, there is a lack of new releases, That's usually the case around February-April time. Female pop stars are struggling in the mainstream at the moment though, since electropop isn't getting hits like it used to. A lot of them are probably being very cautious about what route to take next.
Theres loads of new music around, all the time, You just wont find it on the Top 40 or Capitals playlist.
In the past 10 days ive discovered quite a few great new albums, Late Night Alumni, Clubfeet, ofVerona, Kattoo, Macklemore, Tegan & Sara. All different genres but all great, download Spotify and get exploring!
The only new release in the near future I am excited for is Bo Bruce's album.
Otherwise I've found artists I like often release in the latter half of the year. This is a dry spell for me in terms of new music, but I just use the time to listen to undiscovered/older artists.
Generally, January is a slow month for new releases especially by big name artists. The only album I've bought so far this year is Wolf's Law by the Joy Formidable. I highly recommend it if you are looking for some guitar driven rock that's melodic, catchy and not too heavy.
I also want to hear the new My Bloody Valentine record. There are one of my favourite bands and I had almost given up hope they'd ever release another record, but they finally did it.

So far this year there's been excellent new stuff from Everything Everything, Local Natives, Villagers, The History of Apple Pie, Biffy Clyro, The Courteeners and there's new stuff coming from Foals, Kate Nash and Palma Violets in the next month, so I'm a very happy boy really. Kinda looking forward to Rita Ora album 2 and Amelia Lily coming up relatively soon, Sky Ferreira and Diana Vickers if they ever decided to release and I'm interested to see what Katy Perry is gonna put out there. I guess there haven't been any big name pop releases yet but I'm sure some are on the way soon.
