I don't think that matters as long as probation services and the police are also involved who will have more professional experience of offending behaviour and set guidelines.
The Circles just seem to be a community organisation to stop people getting isolated and offer support. I think people often slip into old habits (of any kind) when they are depressed or bored or lonely (smoking, substance abuse, overeating, relationship patterns ) so trying to support sex offenders through those periods makes sense. Who better to do that than do-gooders no matter how naive.
It all depends on how much power they yield. My experience is that childrens panels (the nearest equivalent I can think of) often ignore the advice of police. We hear so much bad stuff about social workers but I rather think that a lot of problems are caused by childrens panels.

The question that has to be answered if WHY Saville was allowed to wander wards in hospitals and children's homes alone? WHY. Even a children's hospice?? Where were the staff? If I was in hospital I would not want a total stranger to be wandering around the wards. It is so bizarre that Saville got apartments in these hospitals and keys!! It is appalling and yet nobody seems to be able to answer these questions. It seems it is (yet again) somebody else's fault!!! The buck is being passed. Where were the police??

Yes, rather conveniently she has written a book and NOW decides to discuss the abuse she experienced at the hands of her famous father. He is dead of course so he cannot defend himself. I just find it sickening when people write books about abuse but never reported it to the police and wait until the parent/family friend/uncle or whatever are dead before speaking out. I cannot help but be very cynical about this. The book will now sell because of the claim of child abuse.
The Ulrika Johnson book is typical of the kind of behaviour I really dislike. She made claims about a date rape, never went to the police but asked us to believe she had to go ot hospital due to her injuries and never named the TV personality who raped her. She made a fortune from her book due to the media frenzy.

Because it happens gradually. A big star, volunteers his time to help others, helps raise money and publicity, gradually gets the trust of the staff,etc, etc. He slowly becomes a 'fixture'...everyone smiles and says hello when they see him. A devious personality becomes trusted over time. The person helps out with the mundane tasks ', pushes trolleys, helps feed patients...........becomes trusted.
I was a volunteer (as a teenager) in a geriatric hospital in the 1970's and we helped out on all sorts of things including having up to 30 patients in our sole care as we showed films or took them out for a drink in a nearby pub. It was a different world. People were not viewed with suspicion in the way they are today ,,.....and overly so IMO.
Plus you must take on board that security on such premises was very different 40 years ago and there was almost no such thing as a 'background check'. Very few security passes existed. May have just been a porter on the front door who knew everyone. Most security came about as a result of increased terrorist threats, increasing theft, and violent and abusive behaviour from casual visitors. Hospitals were open to all ....which they still are. It really was a different time
