The "join date" in vBulletin can be affected if user approval is turned on for registrations, or other mods installed.
The user ID (the bit where it says 2 or 5) is not affected and cannot be changed manually via the vBulletin software whatsoever - only by directly accessing and editing the database through something like PhpMyAdmin.
Thus the user I linked with a user ID of 2 registered before the user with the user ID 5 - even if the registration dates say otherwise.
