using wireless without broadband

Please forgive my ignorance but do I have to have broadband/ internet to be able to use wireless.
Basically my elderly mother in law would like a laptop, not for internet use but simply to use for typing documents, letters, keeping photgraphs, printing things off. She used to have an old electronic typewriter but found the very small screens very difficult and the fiddling with new ribbons etc.
There is no way she will have internet and has no use for it.
I have suggested that if she bought a wireless laptop and a wireless printer she would be able to do everything she wants to but I am not sure if I am right or not would some kind person be able to advise me please,,,,,Thanks

This link shows how to set up a direct WiFi connection to a printer that does not require any other intermediate device such as a router. Similar guides are available for other printers, this is just an example of the principle.

Also, I've known many people over the years (usually elderly) who've said they have no interest in going on the Internet, but everyone of them has always ended up changing their mind.
Thank, I hear what you are saying but there are so many scams and fraud going on on the internet it not only makes her very nervous but it also worries me.
