A Marc Platt short story in the 1992 Doctor Who Yearbook put forward the idea that "Gulliver" and the unnamed Time Lord in The War Games were both in fact Goth

Good actor and perfect in Classic Who in whatever role he played.
Here's something to ponder. Bernard appeared in more TV episodes of Doctor Who than Paul McGann and almost as many as Christopher Eccleston.
yeah we're losin one or two a year from that era now. v upsetting
That's because David Maloney directed a lot of episodes and cast him in every episode he could.
Anybody who's been in more than one episode of Doctor Who has been in more than McGann.
That's the inevitable passing of time sadly
