best camera on a phone (excluding lumia 1020) released in 2013?

is it the iphone 5s? most tech site critic reviews seem to think so and rate it very highly.

    This is an independent site providing camera and lens image quality ratings. Their current mobile rankings show both the Xperia Z1 and the iPhone 5S (identical scores) ranking higher than the 1020.

    Their markings of the 1020 made little sense to me. Colour does need a little work and I have every faith in improvements being made in future updates.

    How on earth can they score an LED flashes on other devices as better than xenon?

    Their scores for the 1020 video seem incredibly harsh to me too. I've found the 1020 video recordings to be extremely pleasing.

    So is this a thread asking what the second best camera phone is ? (Based on your exception ?). Iphones used to have the best camera phones at one point ..... Are they slipping ? Are they no longer using the premium hardware ? Or was your thread simply yet another attempt to start an apple/android argument ? ;)
