Don't feel silly - I think we're all the victims of a wind-up. Not only did tiggerpoo completely hijack the thread by stealing a turn without answering the previous quote, he also changed his quote after you'd had a go (hence the suggestion you go back and read it again). The original quote was indeed "I demand to see whoever's in charge of this ship", which was Tegan from Logopolis.

I guess that scuppers my other guesses of Dinosaur Invasion or Green Death then, although I did think they'd be a bit too obvious to be correct.
I'll go more recent then with a completely wild guess (because I'm not that keen on new Who and have very rarely rewatched any of them so I don't really know the lines) and go for something in Dalek when they're in that museum bit with the Cyberman mask.
