Any help or advice with a graphic tablet

Really sorry about how vague this is as I don't really know what I'm looking for exactly.
My daughter wants a 'graphic tablet'.
I just need to know what to search for to get it right.
Basically:
She wants to draw free hand, she likes to draw Anime/Manga, wants to make AMVs. Also wants to use Photoshop on it.
Is it a separate item that works on its own or something that can be attached to a laptop, or are both types available?
I am yet to purchase Photoshop so if there are any good deals out there where both are included, even better.
Any advice, or even better directions to good deals would be fully appreciated.
Just to add her laptop probably doesn't have much life left in it, so if there is a laptop/graphic tablet option with Photoshop all chucked in that would be great.

If your daughter is into drawing Anime/Manga stuff then it might be better to start with Manga Studio (http://manga.smithmicro.com/index.html)
The latest version is apparently winning a lot of converts from Photoshop and the money saved would probably go a long way towards a new laptop!
It's for her birthday so was trying to 'surprise' her with it all but the Wacom is definitely (an example of) what she has been talking about from reading more on it.

Look at Wacom Bamboo until you know what you're doing, intuos are more serious, cintiq are arguably the best but most expensive.
There are many cheaper brands on the market and some get good reviews but, call me elitist, I stick with Wacom (and have dine since about 2001ish).
