Can mobiles still be tracked while switched off?

I've heard somewhere that even if your phone is switched off, it can still be tracked. Apparently your battery still runs down even when switched off, how feasible is this? In standby it must take quite a bit of power to be online to the network all the time, and while switched off how feasible is it that the phone can still be tracked. I know now that they can find out your whereabouts down to the nearest cell for obvious reasons, but how can they identify which street you are in as cells can cover up to 2 miles (maybe 4 square miles)?
Would removing the battery stop a phone being tracked if this was true, what do you think?
