I need some help because I watched a film about 10 years ago stoned off my face and I laughed so much I cried, I would really love to watch that film again. I know its a long shot but here goes...
It was on television around Christmas night or New Years night 2003/4, early morning'ish. I can't remember which channel but I'm sure it had adverts in it.
It was set in New York and was going around various people, like interviewing them, they were speaking to the camera. I remember a guy (kinda like the unwashed scientist guy out of Independence day) talking behind his shop counter, he had really long folded arms...
It was a comedy.....
Help!!!!

Nothing is jumping out on there for me and what you describe.
If that doesn't narrow it down, try here: http://ukchristmastv.weebly.com/
I don't think this has New Year's Day TV schedules, but it covers Christmas Day for both 2003 and 2004 on multiple channels.
When Harry Met Sally
Ooh intriguing!
Was it this? http://en.wikipedia.org/wiki/200_Cigarettes
Otherwise have a browse through this list: http://en.wikipedia.org/wiki/List_of_films_set_in_New_York_City
I remember commenting to another stoned friend he had 'lovely arms' (before I come out as gay) and being laughed at. (I lived in a rough pit village)
I suppose it looked like Little Shop of Horrors, same sort of camera work but not set in the 50s, more like 80s.
Or Clerks.
