When I was at school, most of the computers has Windows XP installed, apart from on computer in the corner of a classroom which still had Windows 2000 installed on it.
Have you ever been anywhere before where there is on computer out of all the computers at that school or workplace which still has an old version of Windows installed on it?

Many larger schools are now taking up Microsoft EES agreements which would entitle them to free upgrades to the latest OS if they wanted, presuming the hardware and 3rd party software can cope of course!
Oh and schools and businesses have to pay to have their IT equipment safely disposed of. This is another reason why you may see ancient kit seemingly lieing around.

just imagine if they were apple fans and slapping on an extra 500 or more a year so every member of the council can have a 27" mac/ipad3/phone5/mac book airs or pro's with and then roll it out to the staff as well...then we'd hear you scream murder when the it bill goes up from probably below 100k a year to a million or more
and that doesn't include the 25 quid a person for the wireless mouse battery re charger
That wouldn't work either then If they have to use Windows they could at least have the decency to use Windows 7 rather than the dreaded Vista. At least they haven't upgraded to Windows 8!

Thats how I got the one I'm using an old P4 given away to staff (my wife) about 2 years ago, upgraded the ram and still going well, fine for me.

If you're lucky you might get to the Google homepage, but the next click brings the old Windows error messages, freeze ups etc. Nostalgia ain't what it used to be.
Not really because she doesn't pay council tax anyway, her dad does.
In my current place of work, we again have XP and 7 workstations, but Server 2003 is the oldest server operating system we have, excluding a couple of Unix servers.
Many companies I work with still use XP as it is a stable product that still does the job and there is no compelling reason to upgrade even though MS support is ending next year.
One thought - If support ends that means they no longer can charge businesses for licences.
MS will sell you a license to run DOS 1.0 if you ask them as i can remember a guy who found an old XT machine and wanted to get it running legit found they still wanted top dollar
Not the best example of logic there, a licence is required to use the software - the fact it is no longer supported makes it a poor use of money, but it is still required legally.
Not sure how it would work with extremely old OSes but as Maxatoria points out they can certainly facilitate if the demand is strong enough.
