I have a 28K combi and it runs a fab shower, even if the washer is on.
You can always get a pump installed to up the pressure to the shower if necessary - a good plumber will advise on that. Homebase do a good info sheet at their shower display IIRC on when you may need a pump fitted.
You will need to ensure that your shower is suitable for a combi. Some ordinary mixer showers are not.
Seek advice form a local shop - friendlier than the big chains, and they will probably advise on a plumber as well.
I have a shower running off a 130,000BTU combi boiler. (Dont know know what that is in kW). I wouldn't go back to an electric shower now

Think that comes out as a 38kW boiler.
We've got a Trevi Shower (I think by Ideal Standard). It runs directly of our combi-boiler and it is the best shower I've ever used. I could stay in it all day! Plenty hot enough and powerful enough.
