Splinter Cell in apparently in development according to imdb. From wiki:

Tom Clancy's Splinter Cell, Tom Clancy's Ghost Recon, and Assassin's Creed, according to Ubisoft, are planned to be made in to films. According to IMDB,[14] the Splinter Cell movie is stated to be released in 2013. I think there could be good films created that use a game's SETTING. Rapture, the Mass Effect or Halo universes, Fallout, these are all great settings for a story.
But they'd need their own stories. Generally the vast, vast majority of stories in games are worse than the worst Hollywood dreck. For every Planescape Torment there are 1,000 "generic FPS number xxx's"
