I think a lot of the time, the reason why these rumours persist for years is that although there isn't any hard evidence, a lot of people know about it.

ie; a make-up artist on set hears/sees something that alludes to the celebrity being gay, but they have no evidence like photos, so if they went to the press, no matter how closely linked they are to the star, it's their word against the celebrity, who has a thousand lawyers/contracts to stop this stuff getting out. So while the make-up artist isn't going to sell her story, she'll tell her friends in the industry and eventually it'll spread outside the circle, so it becomes an open secret.

There have been blind items about Travolta and gay masseurs for years, but with no photographs or people willing to go on record (or magazines willing to publish the story), it's just been something kept within that circle.
