Whatever you do, don't complain about low water levels in resevoirs

See how God has decided to punish us for complaining, 40 days and 40 nights of rain. Serves us right.

One can rest assured Thames Water will come up with some other excuse to complain about lack of supply, maybe it will be the wrong type of water.

Well it has come out that quite a few of the water companies have sold off many of their reservoirs so have no way of capturing this massive amount of water falling on us. They rely too much on extraction from underground aquifers.

as the majority of their water comes from the aquifer which is still empty....

what is the standard measuring vessel when the met office or EA says things like "60mm of rain fell..." ?

a level of 60mm of rain in a cup is less than 60mm of rain in a barrel, or 60mm a reservoir for example

No it's not. its more water in a barrel but spread out over a proportionately larger area. For any given area, enough water will have fallen to cover it to a depth of 60mm. So the size of the vessel doesn't matter.

unless i'm having a brainmelt, if i fired a hosepipe at a cup then a bucket each with a ruler stood in it, which would rise by 60mm first, and require the least water to reach that level?

I fear you are. You're thinking about a total quantity of water filling a smaller vessel deeper, not a rate of rainfall in mass per unit area.

Try this instead of your hosepipe. Think of a room that has a ceiling pierced with thousands of holes. Each hole is dripping at a constant number of drips per second. Now place a cup and a bucket in the room. They will fill to the same depth in a given time because the bucket, although of larger capacity is also wider so it's collecting water from more dripping holes than the cup.
