Dr Seuss book-someone's head on plaque?
Is anyone familiar with Dr Seuss books, and able to recall one of his books which ends with someone-or some creature-ends up shot, with his head mounted on a plaque, next to that of a smaller creature? The person who kills him has him, alive, in front of a crowd, and asks them to decide if he should kill him, by calling 'Aye' or 'Nay'-and the 'Aye's' clearly have it, and the character is despatched and it's head mounted. I vaguely recall this from when I was little, but cannot recall the story title.

I don't know the story off hand but is it possibly Thidwick the Big Hearted Moose?
