Wild Guess....Maxi Priest ..only because it has the right number of letters and is a bit like 'Moxie' which is a synonym of 'Grit' ....lol

Best I've come up with, which is almost definitely wrong, is Robert Cray. Robert Powell was one of the Detectives with Jasper Carrott on tv and cray(fish) is a synonym of shrimp, but that wouldn't explain the need for the homophone indicator ('it's said').

Also not sure how relevant the 'needs' is. Might be there just to bridge the clue, but it's perhaps more likely a synonym is required.

Finally, the shrimp might not mean seafood but a dimunitive person.

Is there a singer called Mustafa Welk?

Probably 8 or above. (10 if you are very familiar with the genre)
Google "the shrimp" (include 'the'). (Eponymous might be slightly inaccurate, ie it's a similar word to the person in questions name)

The actor who played the TV Detective possibly followed the herd a bit.

Think I've finally got there at last

Wycliffe is the TV detective = Wyclef (it's said, homophone)

Thanks to the google tip.....the Shrimp is Jean Shrimpton (didn't know that!)....

Hence Wyclef Jean

(and actor Jack Shepherd played Wycliffe, hence followed the herd lol)
