Pressing Text on LCNs 3, 6 and, in some parts of the UK and Channel Islands also 33, brings up Text on 3 called Text on itv here in the itv1 Meridian East area. The Help Page / Contacts Page is 658.
Pressing Text on LCNs 4 (except Wales where it's 8) 13, 14 and 28 brings up Text on 4. The Help Page / Contacts Page is 458.

That page only mentions Text on ITV. Has it been changed?
Ofcom are yet to fulfill Condition B.

edit I've just noticed it says "condition A or B", so maybe they don't need to. If that was the case though the order to remove the capacity could have been made ages ago.
That's alright dachse: my earlier posts' relevance has been overtaken by the announcement that A&N Mobile & TV's time publishing content on the PSB 2 Multiplex is coming to an end.
I believe the editor, possibly Mr Jason Christian himself, has used Text on ITV in the heading of page 362 on Text on 3 because the License that runs its course is called Teletext on itv and covers the Digital Television Additional Service on LCNs 3, 6, 33, 4 (8 in Wales) 13, 14 and 28.
I have just re-checked the wording and under the words Closing Down, it does say Text on ITV and Text on 4 are both on the way out, so the text is unchanged from yesterday.
Text on 4 page 362 still carries instructions for retuning.
There was a separate Television Licensable Content Service (TLCS) called, confusingly, Teletext on 4 which was surrendered by 4 Ventures back in March 2012: see http://licensing.ofcom.org.uk/tv-broadcast-licences/updates/032012. This may have been from the days when http://www.channel4.com/teletext was the look.
How many channel could the ninth stream carry?
One - that is what is meant by a stream. Obviously it could be 24 channels for an hour each a day, but you know what I mean.
Where there are some 24 hours streams that are use by 4 channel.I would like a 24 hour channel as long as it not shoppingtelly..A movie channel would be nice.
Let's see whether Ofcom will invite applications for the PSB2 Multiplex DTAS services.
Would this space be used for Local TV or not?
The space will not be used for Local TV as the Local TV channels will have their own National Mux funded by the TVL, it would go to another broaddcaster who wants to broadcast on that Mux
I agree a Film/Movie channel would be good as there aren't any currently on Freeview, Sky forgot to put a barker channel in this Genre to make people take out Sky subscriptions,
maybe we should mention it to them as they are a partner in the Freeview company
It's good news that the waste of space advert-only text on 3 and 4 are going though. If a ninth stream does launch, how will it work? Will ITV and Channel 4 own half each? Will they have to split it into 2 12 hour chunks? Will one pay the other one for all 24 hours, so they can move one of their channels off a COM mux?
Channel 5 is in the ITV half, so maybe that stream could go back to ITV and Channel 5 move over to the 9th stream.
