The problem, I think, with NV is that it's far too open. The claustrophobia from F3 was nowhere to be found. Even the Vegas ruins, large chunks are taken up by McCarran and Crimson Caravan.
Vegas was meant to be largely untouched so there should have been more of the city to explore - like the D.C. ruins.

I preferred the openness myself. Granted New Vegas itself is quite small for a place that is the focus of the main quest for quite some time.
