They could not be broadcast before 22:00, which worked out at over 12 hours after the close of play was completed and less than two hours before the start of the next day's play.

I'd go with ITV4, who showed the highlights for 2010-2011 and have also shown the IPL.
The deal will probably be done at the last minute, giving ITV minimal time to advertise the highlights.

Cricket fans are facing an Ashes blackout on terrestrial television this winter as talks stall over a daily highlights package.
Unless the situation is resolved in the next month television coverage of England’s defence of the Ashes urn will only be available to those with a Sky subscription.
The only free access will be via BBC Test Match Special on the radio or the two-minute clips shown by news channels.
Sky bought exclusive live rights to the Ashes from Cricket Australia and have control over whether to sell on a highlights package to a terrestrial broadcaster. Sky also show their own highlights package, usually at 8pm, and three years ago did not allow terrestrial highlights to be shown until after 10pm when the next day’s play had started in Australia.
Those highlights were shown on free to air digital channel ITV4 but sources have indicated they are not bidding at this stage while the BBC are thought not to be interested.
Three years ago Cricket Australia sold the highlights package but this time it is Sky’s deal to sell and executives have to weigh up the money they can make from a deal with losing exclusivity.
There is still time for a last-minute deal to be struck. Three years ago it was announced ITV would carry highlights just a week before the start of the first Test at the Gabba.

Last time around ITV4 got not bad viewing figures - between 400,000 - 750,000 for their 10 pm highlights, most nights that seemed to land them in the channel's weekly top ten most watched programmes. So, hard to see why they wouldn't be interested this time around, unless Sky aren't making them available or are pricing everyone out of the market.
What would Sky have to gain from letting any FTA channel buy them this time around? I don't think they are too bothered about whether people without Sky will hate them (even more) if they don't make the highlights available on FTA. I can't imagine the rights would sell for more than a few million pounds (if that), which is a grain of sand inside a drop
in the ocean to Sky. By not making them available, maybe that's enough to convince some sports fans who are thinking about Sky to sign up, especially as England go into the series with a decent chance of winning. I suppose maybe the ECB might try to lean on Sky for the good of the sport in the UK, blah, blah, but it wouldn't shock me if they're not on an FTA channel. Which would be a shame.
I suspect ITV and other broadcasters are all too aware of the rise in streaming sites. To show highlights after 10pm would probably not attract sufficient numbers especially with news broadcasts showing action (inc.sky news a FTA channel)

That's their prerogative. They know what they're doing and they've obviously decided that, unless a terrestrial broadcaster is prepared to stump up a lot of money, it's in their interests to retain exclusivity. Hardly 'dumbasses'. Sky is a business, not a charity.

Im not saying they need to be charitable, im asking why they continue to decline streams of revenue which doesn't make business sense.
But in the summer did the C5 highlights hinder the success of Sky's live coverage in any way? The answer is no. They co-existed nicely.
Sky are just being unreasonable. It's really that simple. There is no sound reason for requiring exclusivity when the highlights show tends to appeal to a more casual viewer- as well as people who normally watch live rewatching or catching up on stuff missed- anyway.

Maybe I'm cynical, but that sounds like it could have been prompted by Channel 5 to try and drive down Sky's asking price. (Which is fair enough, the whole thing is just a game anyway).
I think the highlights for the away Ashes would be more valuable to Sky. They're more likely to attract subscribers over the summer when people are typically more able to watch the games, but I don't think they'd attract many additional subscribers when the games are shown overnight. Therefore the highlights packages are more valuable, so if they keep hold of them behind the paywall then they may make more money from additional subscribers compared to what they may get from a broadcaster for highlights.
If (as it looks) there are to be no terrestrial highlights, then it will be the first series for 20 years without terrestrial highlights. Did the BBC show highlights of the 94-95 series? There certainly have been highlights of all the away Ashes series thereafter:

Would expect the Ashes and all Ashes highlights to be exclusive to Sky Sports this year. After losing the Champions League to BT Sport they will want to keep as much of there existing content as possible exclusive.
Just a reminder viewers can see live and exclusive coverage of the Ashes starting from Thu 21st November from 11.00pm daily on Sky Sports 2 and Sky Sports 2 HD.
Sky Sports 2 and Sky Sports 2 HD will also show 1 hour highlight programs of the previous days play at 10am,12pm,2pm, 4pm, 6pm, 8pm and 9pm.
The ECB and Cricket Australia will show 120 seconds of highlights on there websites from 10pm the day after play.
Other providers will be allowed to show up to a maximum of 120 seconds of highlights edited from the Sky Sports 2 or Sky Sports 2 HD feed during broadcast news programs after the live coverage on Sky Sports has finished.
This is subject to them displaying a Pictures from Sky Sports or Courtesy of Sky Sports banner along with the pictures.
If Sky decides to allow Freeview highlights would it really be crazy for them to use Pick? Is the resale value of a 10pm package really high enough that Sky wouldn't want to use it on their own channel? It would be a great way to promote Pick as well as cross promoting their Sports channels at the same time.
Unfortunately 10pm is too late for me as I tend to be in bed by 10.30-11pm due to an early alarm, so I'd in effect be watching day 1 highlights after day 2 has finished, which is......well, in my view, pointless. At least recording SSN I can watch the main bits before the next days play starts.
Sky still demanding a stunningly high price. It did drop but only by a few thousand.
I think they want exclusivity, which IMO is just moronic.
And a huge shame on CA for selling the FTA rights bundled into the Sky deal. Utterly appalling
