  Pinstripe suit. Standard fare. Go to any decent tailor. The hardest bit will be getting the footwear.

  Really? Depending on where the OP lives, a pair of converse are easily found in most trainer shops. I'd say getting the suit cheap enough will be harder.
  
  I suggest H&M for the suit. It was a few years ago, but I bought a pair of pinstriped trousers like The Doctor's in there. They had matching blazers too. Perhaps try secondhand stores, retro clothing shops like Rokit if you have one nearby.
  
  Good luck, enjoy the party. Failing that you could always go as the 9th Doctor, unless someone else is. Leather jacket, black jeans...

  So - the high street, not so great - so far I've tapped River Island, Next, GAP, H&M and Burton - no joy. Not got to a matalan yet but will try at some point - any other ideas?
