Excel to Desktop - messages

Where I work, when I log in, we have a message that comes up on our desktops, it changes daily, usually to inform us of important 'wins' for the company, changes in policies etc. Its only a couple of sentences, but I wanted to do something similar on my own computer.

Im studying at the moment and I have built up a glossary of words and phrases in an excel sheet, word in column A, meaning in column B.

Is there anyway I can get the computer to take a random word and its phrase and put it on my desktop each time I boot up, just as an extra way of revising?

I think you would might be better off with something like studydroid flashcards. You can find it in the android market. You can use other people's 'sets' or import from your PC.
Otherwise, you can try Sense (lol).
