This really is a stab in the dark, but given the other quote someone said I'd assume it's a woman saying it within the presence of The Doctor. I can't imagine many female characters being called "Lady" by The Doctor (bar perhaps Lady Cassandra and I can't recall that quote in any of her episodes; although if it is then it'd have been New Earth). However, on a guess... Romanabanana?
I get a Sixth or Seventh Doctor vibe from this exchange... sounds a bit too urbane for Lady Peinforte so I'll guess Eleanor Bron's character in Revelation of the Daleks?
