Mr. Bean's Holiday wasn't 100% upbeat with no negativity, but that's the closest to it I can think of at this moment. It's like Mr. Bean in general, goofy stuff with some minor worries, but you know it's Mr. Bean and it's going to turn out alright.

Surely to have an uplifting story you need something negative to overcome? Otherwise it would just be a person sitting in a room smiling at the camera for 90 minutes

All of the disney films I can think of have some sort of conflict/ups and downs.
A film without any kind of change of emotional tone would be really dull. Stuff needs to happen in films for them to be interesting.
