  For Apple routers install the AirPort Utility on the iPad before arriving at the hotel.

  Most other brands of router will be in a wireless enabled state from the factory settings, so you can connect to it and configure via a browser.

  I have not tried it but if your phone had USB OTG an extremely cheap USB Ethernet cable might just let a rooted smartphone tether your laptop.
