Dog have barking problems

We hae 2 dogs at home at the moment. One of them is a 20 month old cocker spaniel who is a pretty lively girl and loves to have a lot of hugs. Though she can bark non-stop which drives us crazy.
She barks at meal times which are the worst. SHe does love her food and whoever leaves the kitchen, she cannot stop. She also barks when someone's on the phone and she always bark when she hears someone coming.
We have tried most things to stop but it hasen't really worked well.
She has also been snarling and growling in the past but she has improved more in the last year although she still had a little attack on the other dog and some of us.
Though I do think she is a very shy and nervous dog.
Anyone for advice?
