little black and white box

does anyone know why on live programmes there is a little square box in the right hand corner of the screen scrolling black and white lines i see this alot on live programmes and wondered what its for? theres one on richard and judy at the moment

    Channel Four, has several regions used for regional adverts.

    These little black & white boxes have been in use as long as I can remember - back as far as the sixties. ITV would have one in the top RH side of the screen and BBC 1 in the top left.
