Reminds me of when I was in the bank a few years ago. A woman was waiting in the queue with an empty buggy and the apparent occupant, who must have been no more than 4, was being nosey and a bit cheeky with some people as well. She wasn't running off or causing trouble - basically she was being 4.
Her mother kept saying "Come HERE!. Come HERE NOW!" when the child was no more than a shade over arm's length away from her.
The girl didn't respond but didn't move or run off either. Then the mother says very loudly "Come here NOW or a PERVERT will take you away !!".
It was like one of those cliched scenes from a western where the stranger walks through the doors in the bar and everyone goes quiet . You could literally hear the gasp from everyone in the bank.
