Bubbles on my wall?

Hi - had my lounge painted and not long after a damp patch appeared - can not see any obvious way that water is getting into the wall - anyway had it damp sealed and then painted again - it came through again but less so I think - then decided to really damp seal it - put several coats on and left it to really dry out over a week or so - painted it again and for about 3 weeks its been fine - but today I noticed the paint has bubbled up - they are soft to touch - do I just need to get a damp man round or replaster?

    You need to find out what is causing the damp. No point in treating the cosmetic effects and ignoring the problem as it will just get worse.

    Yes, you really need to find the source of the damp.

    Plumbing? Guttering?

    Really can't see where the damp is coming from - its an outside wall - but there are no obviously cracks - there has been no rain - its on the ground floor but high up on the wall - and whats really weird is there was nothing there before it was painted?
    Will have a builder come and have a look at it I think.
