This is totally true. That theme park might be absolutely swarming with paedos for all we know. It's best the kids wear burkhas to protect them, boys included.

It depends on where you go in Spain but in the areas which attract Brits, the general rule for women seems to be those who are topless shouldn't be and those who ought to be aren't.
Outside in parks and places like that it doesn't bother me. It's when they go inside shops shirtless I feel there's a lack of respect for other people. I'm pretty sure in hotter climates like the south of France it is considered rude to pop into a shop with beachwear.

I think it's fair enough in shops etc - especially where there might be unwrapped food on display which could be an issue from a hygiene perspective.
I honestly don't see the harm in men wandering around a theme park with their tops off though.
