I've not made a study or anything but from my casual observations I reckon a team of 3 gettting 21/22 makes for the best chase.
It's just enough that they can win especially if the chaser has a run of bad questions and they can push him/her back.. And just enough that again the chaser can win even with some pushbacks with a few seconds to spare.
Of course at times, the chaser gets on a roll and reaches the target easily but much more than 21 and there's really no chance for the chaser.

19 steps was never going to be enough to defeat the chaser. Anything under 22 and they don't stand a chance.
Lesser than 19 has been won before where chaser been off form and sometimes 25 has not been enough either one girl beat the beast on her own sure she had less than 19 she kept pushing him back

Poor grammar and even worse punctuation on my part. I was trying to say 21/22 is generally quite reachable for the chasers. However a target of say 24/25 leaves it very much in the contestants' favour.
I think it's because at that stage the pushbacks become more important - 3 successful pushbacks on a target of 24 require the chaser answering 27 correct answers which is hard.
