A similar thing happened to a male work colleague at an air show. He noticed a child wandering around lost. He was about to step forward to help when he suddenly stopped himself in a moment of indecision. While he was weighing up the situation he was relieved to see a women stepped forward to help.
It is sad though that we have come to this.
I think you're right. Certainly if I saw a distressed child, I would try to get
some other people to come with me before I went to help him/her.
