  All of course are pieces of Library Music and therefore available for use by anyone who will pay. KPM publish the ITV News theme, which is an adaptation of Johnny Pearson's piece "The Awakening" from his "Twentieth century portrait", a suite also issued by KPM. The Channel 4 theme is a piece from the Bruton music library (now owned by Universal) titled "Best Endeavours" composed by Alan 'The Hawk' Hawkshaw.
  
  I'm amused, however, at Slovenian TV using the overdubbed Big Ben chimes, which aren't on the KPM track as published by them!!

  The New Zealand one is actually the four squares era ITV local news graphics. I guess Channel 9 figured it was cheaper to buy that graphic package from ITV than to make their own (the music may be library, but the visuals certainly aren't).

  The STV news theme in Scotland is used in another country ... it was featured in a videoblog on the STV website but can't remember for the life of me what country it is.

  Although the music/titles are different, in Croatia, RTL use the old ITV News set for the news:

  Also, in Malta, radio station Malta's Magic use the BBC News theme for their introduction to news buleltins on the station, the bulletins are also provided by BBC World Service. It's the same as the BBC National news theme with "Across the Maltese Islands, on FM, DAB and Melita Cable channel 622, this is Magic".
  
  I don't know how involved the BBC are with the station, it's part of Malta's equivilant of the BBC - PBS. Interestingly the magic facebook page says "Malta's Magic is operated by MonoLith Ltd in association with BBC Worldwide on behalf of Public Broadcasting Services Ltd and is licensed by the Malta Broadcasting Authority and the Government of Malta."

  The ITN news theme was also the theme music to Journey Back to Oz, it starts at 06:00 but the recognisable ITN news theme kicks in at around 07:10
