YOu are meant to be 18. That doesn't mean it is impossible to find someone to do it when you are younger, especially if you are with a parent, but they are taking a bit of a risk.
The Chinese writing might be a bit of a risk as well. Tattooists have been known to make embarrassing mistakes when trying to copy an unfamiliar script and you might find that whatever impressive saying you intended has turned into something about goats being partial to high top trainers.
I'd steer away from script personally and as wonkey says you may end up getting something you didn't quite bargain for.
From the point of view of your skin .. it's all valuable real estate for tattoos,I'd take the time to have a good look around and pick a nice piece by a decent tattooist.
Don't just go for the first person who says .. "You pick it.,I'll stick it."

The law says you should be 18 and I think people should respect that. It's there for a reason. Plus all tattoos come with risks.

I love goats. In trainers.
You're never completely safe though.
Why?

Yes - and look to the future when you get bored with it, and
unlike a piece of clothing, you can't just chuck it in the bin.
Or get one with a gerbil on. Or stick a gerbil on your arm, and er.. point it to the future..
Oh dear... it's getting late:o
No one who has a tattoo or a few regrets it then ?
Especially if you decide to become a tattooist.
Exactly. Buy a gerbil and pop it on your head, OP. Worked for that lassie in Peru
Laughing like a fooooool:D:D:D
That doesn't mean everyone does
According to google translate:
"Forget the past and look at the future"
